Introduction and background

Smart Farmer Development Project is one of Ministry of Agricultural and Cooperatives’ (MOAC) policies, which was initiated in 2013. Smart Farmer Development Project aims to improve skills and competences of farmers in the agricultural sector by introducing a training programme, and enhance the dissemination and transfer of knowledge and innovation in the specialized agricultural areas for 12.6 million farmers or 7.2 households to improve quality of life as well as the well-being of farmers.

Starting a survey with questionnaires for target farmers to compile a database, which is useful information and a training needs at the same time. The appropriate training program will be set after data analysing ,which will be made possible for them. The completed database will be kept and shared among only the users of each department. Moreover, it enables the creation of zoning for agriculture for long-term sustainability.The next step, the government will be able to optimise the global information system to plan the zone for agriculture and monitor plantation productivity thoroughly.

“Smart Officer is a Smart Farmer’s Consultant”.

               Smart Officer and Smart Farmer have different qualifications. Qualifications of Smart Officer are government officers who:  

     1. love farmers as his/her relatives,

     2. have agricultural knowledge, and management skill ,

     3. have methods of adaptation of technology to help farmers,

     4. can improve strength of farmers and farmer communities,

     5. work focusing on green economy and zero waste agriculture,

     6. are proud to be a government officer.

 

There are six qualifications of Smart Farmers, as follows :

     1. have a lot of experience and knowledge in agriculture,

     2. use information technology in farming and decision making skill,

     3. carry out product management and marketing,

     4. have awareness of quality of food and food safety,

     5. have society and environment accountability,

     6. be proud to be farmers.

 

In 2015, there are 3,011,997 livestock farmers in Thailand. (Information and communication technology center, Department of livestock development, 2015). It is important to classify livestock farmers into three groups according to MOAC ‘s Smart Farmer handbook as follows;

     1. Developing Smart Farmer

     2. Smart Farmer

     3. Modeling Smart Farmer

 

By concentrating on livestock farmers who earn annually less than 180,000 baht per household to gain more.

 

The Department of Livestock Development has implemented this policy since 2014 in order to improve livestock farmers knowledge. In 2016, Smart Farmer development Project has two training courses, which are for Farmer Development to be Smart Farmer and Modeling Smart Farmer Development .

 

Objectives     to develop livestock farmers

     1. to be Smart Farmer.

     2. to earn annually more than 180,000 baht per household.

     3. to develop and support appropriate knowledge management for Modeling Smart Farmer.

 

Farmer qualifications

     1. Livestock farmers who are members of farm communities, and be target farmers in buffalo conservation and production development project of restructure production and food security project.

     2. Livestock farmers who can participate a full time training course.


 

Target farmers                   13,800 people

     1. Farmer Development to be Smart Farmer training course         10,000   people

     2. Modeling Smart Farmer Development training course                  3,800   people


 

Duration of action

     1. Trainning  courese                                                  October 2015 – March 2016

     2. Monitoring and  evaluation                                     March – July 2016

     3. Summary and reporting                                          July – August 2016

Expected result

          Livestock farmers who join this project can gain knowledge and technology to develop themselves not only to be Smart Farmer, but also to be Modeling Smart Farmer.
