     Agriculture volunteers project, according to the policy of Ministry of Agriculture and Cooperatives (MOAC), aims to create farmer network both in districts and sub districts, tombon and mooban, as village h
ealth volunteer (VHV), volunteers of Ministry of Public Health. The objective of the policy is to manage all agriculture volunteers to have standard operating procedures and efficiency network in participating and integrating among themselves and government officers.

     The Department of Livestock Development (DLD) implemented livestock volunteers’ potential development project (LVPDP), almost three decades from 1987 to 2016. It is important for the DLD to prepare LV to be ready to work with livestock officers, and improve long term development system in order to increase modern knowledge, working skill, and how to use technology in their farms. Livestock extension and development division has assigned duty and responsibility for them and updated LV database annually; this year there are 44,293 LV (17 May 2016), which can also be linked to agriculture volunteers’ database of MOAC.

     LV joins working with livestock officers as public participation and most livestock farmers are satisfied with their work. As a result the Office of Public Sector Development Commission (OPDC) presented the DLD for honors and public sector quality awards, the DLD received public participation awards, LV public participation, from 2013 – 2015, the detail was mentioned as follows:

         2013: “Excellence award” in public management participation awards.           

         2014: “Honorable mention award” in expanding public management participation awards.

         2015: “Award of good level” in expanding public management participation awards, at least three provinces.

     Division of Administrative System Development of the DLD collected a lesson learned from “livestock volunteers’ potential development project”, which was necessary to create a balance to come up with stakeholders involved, 5’A, the details are as follows:

     1.Appear

:

The DLD appear to livestock farmers, that if they join volunteers’ potential development project (LVPDP) they will be gained more livestock knowledge to involve in the DLD activities and local community services. They will be recognized and awarded through their outstanding participation.

     2.Ask

:

The DLD ask and persuade leader livestock farmers to join the LVPDP and to get involved in livestock activities, which they will improve more skill in farm management and also to be efficiency leader livestock farmers.

       3.Attract

:

The DLD attract and invite potential livestock farmers to join the LVPDP. After practicing, learning by doing, they can work effectively as livestock officers’ assistances.

       4.Assist

:

The DLD assist LV in the project, which has many content of knowledge, such as ability to raise and manage livestock, epidemics prevention, treatment of livestock’s diseases, as well as communication, volunteer development, village development participation, and how to be good leadership. Livestock officers and LV work together to help local farmers by transferring knowledge and experience that is very useful.

       5.Accept

:

The DLD accept and appreciate LV’s job, which get recognition for their outstanding works, will be awarded in two levels, provincial level and regional level. Only regional level will be received a certified award from the General Director of the DLD on the fifth of May, which is the foundation day of the DLD and LV day.

     According to participation among LV, livestock farmers and livestock officers, there are five levels of public participation, “ICICE” are the following:

     1.Inform

:

Livestock farmers and LV are informed about recognition participation policies include strategic, project activities information which related to district livestock development.

     2.Consult

:

Livestock farmers and LV are consulted and involved in providing livestock information, comments, suggestions as well as farmers’ needs and expectations of regarding livestock farmers. The DLD use the district’s livestock database for setting suitable developing plans and managing livestock, which will match livestock farmers’ needs and local conditions.

     3.Involve

:

All relevant stakeholders; livestock farmers, LV and farmers, are involved in suggestion and decision making about the topics of district livestock development.

   4.Collaborate

:

Collaboration among relevant stakeholders is involved in district livestock management and participation, such as surveillance, prevention of diseases, problem solving in livestock and so on.

     5.Empowerment

:

Empowering LV acts on behalf of the DLD, which are responsible to livestock officers, to serve livestock farmers. They develop their farms as district livestock centers, known as demonstration farms, which not only transfer livestock knowledge and technology but also demonstrate how to raise and manage livestock farms.

     The duties and responsibilities of each department concerned:

         1.The livestock extension and development division:

               - Surveying of livestock farmers’ need to know their requirement, and set suitable plans or projects to develop their livestock management.

               - Preparing worksheets or handbooks and budgeting for LV and livestock officers to implement the project.

               - Monitoring, visiting, suggestion and solving problems for livestock farmers.

               - Evaluation of LV’s satisfied with livestock officers’ participation.

         2.The regional livestock offices, provincial livestock offices, and district livestock offices are responsible for meeting, training, collecting LV’s data and reporting as well as supporting trainers and livestock knowledge for LV.

         3.LV who participate in the project

               - Join in livestock meeting, training and field trip, etc.

               - Join the DLD activities, such as disease control, disease severance, livestock development, livestock standard farm, and so on.

               - Working on behalf of the DLD to transfer livestock knowledge for their neighboring livestock farmers.

     LV is very important farmers for the DLD’s success .Their works focus on controlling epidemiology diseases, in the crisis of minimum officers and high responsibilities, which the DLD cannot accomplish this alone.

     Therefore, the principle procedure for the project is: “interests include needs and gain advantages of working together” and 5’A, as well as ICICE (3มี 5 5) which cause the DLD to achieve both short and long term goal. The success is contributed from good principle, efficient procedure, developing of participation levels, and model technique which can flexible for any changing situation, which the DLD must overcome all of them.

     The important for this lesson learned shows that we do not use the benefit as a guideline only, we need to create a process which LV, livestock farmers and livestock officers are proud to be involved in efficiency network to get better advantages and better live together. This is the answer for the successful project which matches the public participation guide.
